Once the environment and expectations are mapped and the whole participation process planned, it is time to distribute concrete tasks and tools. The control questions to be answered for  the participation process to go smoothly in this step are the following:

1. Are the officials participating in the process aware of their tasks? Do they have enough resources for the fulfillment of these tasks? Are we prepared for potential changes during the process (someone leaving the organization, falling ill, etc.)?

2. Which additional activities/tools should be foreseen in order to support participatory decision-making?
